Homeland and National Security
Provided support to a wide variety of threat-related government projects. This includes serving as a facilitator and analyst for DHS’s Quadrennial Homeland Security Review working groups, guiding key members of Federal agencies through the analytical process. Ms. McGrath also developed threat characterizations for the use of improvised explosive devices in the homeland, and built a tool for the airline industry to facilitate compliance with federal security regulations. Ms. McGrath has provided technical support to the U.S. Department of Defense, focusing on nuclear testing and treaty-related issues.
Security Risk Management
Conducted threat assessments and process analyses covering multiple industries for overseas conflict areas, allowing a large global NGO to better direct its global investments and protect its physical and financial assets. Ms. McGrath also chairs the Security Committee for a large synagogue, conducted a full-scope risk assessment for the organization, redesigned its security policies and physical infrastructure, brought in large federal and state security grants, and manages all aspects of the associated project contracts.
Nonproliferation
Developed an extensive tool to evaluate countries’ WMD export controls and border security systems against international standards, allowing the United States to better manage assistance provided to foreign partners. Ms. McGrath also analyzed the nuclear and missile programs of various countries for the Center for Nonproliferation Studies.
Export Controls
Crafted workflows mapping the regulatory and enforcement operations of the U.S. export control system. Ms. McGrath also created training materials on international export controls, including national and organizational best practices.
Law Enforcement and Port of Entry Operations
Analyzed radiation portal monitor use and placement at U.S. ports of entry. Ms. McGrath also designed in-person and on-line training programs for the evaluation of port of entry operations and infrastructure.
Content, Curriculum, and Presentation Development
Developed an officer leadership training program for a premier federal agency, ensuring that incoming officers are provided with the highest quality education prior to assuming their posts. Ms. McGrath authored extensive literature reviews, conducted a gap analysis of the client’s current training curriculum, and leveraged the ADDIE curriculum development method to create an improved two week-long curriculum. This ensured greater content retention, long-term staff retention, and greater value to the client. Ms. McGrath also managed all class logistical and site visit details, and provided a comprehensive report on lessons learned for the client.
Independent Program Assessments
Conducted multiple security program assessments in transportation security, working to assess the effectiveness of airport checkpoint, baggage, cargo, and passenger screening operations, as well as the Federal Air Marshal Service, in securing the transportation system against ever-changing threats.
